1.1 Naturaleza de nuestro servicio

Wyra es un servicio de compra y reventa de productos digitales prepagados: recargas de tiempo aire, paquetes de datos móviles y tarjetas de regalo digitales (gift cards). Wyra NO es un transmisor de dinero (Money Transmitter), Money Services Business (MSB), banco ni institución financiera. No custodiamos, almacenamos ni transmitimos dinero en nombre de nuestros usuarios. Cuando un usuario compra una recarga o gift card, está adquiriendo un producto digital que es entregado directamente al destinatario a través de nuestro proveedor (Reloadly).

No obstante, como parte de nuestro compromiso con la integridad de nuestro servicio y la protección contra fraude, implementamos voluntariamente las siguientes medidas de prevención.

7.1 Controles específicos para Gift Cards

Las gift cards vendidas a través de Wyra son productos prepagados de circuito cerrado (closed-loop), lo que significa que solo pueden canjearse con el emisor específico (Amazon, Netflix, Google Play, etc.). De acuerdo con la FinCEN Prepaid Access Rule (31 CFR 1010.100), Wyra opera como vendedor de productos prepagados con exención de requisitos formales de AML por cumplir todas las siguientes condiciones:

Wyra Technologies LLC is committed to preventing fraud, illicit use of our services, and protecting our users and their financial information.

1. About this policy

This policy describes the measures Wyra implements to prevent fraudulent or illicit use of our airtime top-up purchase service.

1.1 Nature of our service

Wyra is a service for purchasing and reselling prepaid digital products: airtime top-ups, mobile data bundles, and digital gift cards. Wyra is NOT a money transmitter, Money Services Business (MSB), bank, or financial institution. We do not hold, store, or transmit money on behalf of our users. When a user purchases a top-up or gift card, they are acquiring a digital product delivered directly to the recipient through our provider (Reloadly).

Nevertheless, as part of our commitment to the integrity of our service and protection against fraud, we voluntarily implement the following prevention measures.

2. Customer identification (KYC)

To use Wyra, each user must provide and verify certain information according to their account level:

2.1 Basic Level (Tier 1)

Required for all users:

  • Valid and verified email address
  • Full name
  • Verified phone number
  • Valid payment method verified by Stripe
  • Confirmation of being 18 years or older
  • Acceptance of terms and conditions

2.2 Verified Level (Tier 2)

Available for users requiring higher limits:

  • Everything from Basic Level
  • Government-issued photo ID (verification through third-party services)
  • Full address

3. Transaction limits

Wyra implements transaction limits as the primary fraud prevention measure:

  • Are automatically applied to all accounts
  • Are verified before processing any payment
  • Reset automatically each day and each month

4. Automated monitoring

Wyra uses automated systems to detect and prevent suspicious activity. Our monitoring includes:

4.1 Real-time detection

  • Rapid transactions: Alert when a user makes more than 5 transactions in one hour
  • Repetitive patterns: Detection of multiple top-ups to the same destination number in a short period
  • Unusual volume: Transactions that exceed the user's normal usage pattern
  • Evasion attempts: Detection of multiple transactions designed to stay just below limits

4.2 Alert indicators

The following patterns may generate an internal alert and result in manual review or temporary suspension:

  • Transaction volume inconsistent with user profile
  • Use of multiple payment methods for the same destination number
  • Top-ups to an unusually high number of different recipients
  • Creation of multiple accounts from the same device or IP
  • Inconsistent or false account information
  • Repeated payment disputes (chargebacks)

5. Payment protection measures

Wyra protects against payment fraud through:

  • Stripe: All payments are processed by Stripe, which implements its own fraud detection system (Stripe Radar)
  • Identity verification: Stripe verifies the cardholder's identity
  • Duplicate protection: Idempotency system that prevents double processing of transactions
  • No payment data storage: Wyra never stores complete card data

6. Actions against suspicious activity

Wyra reserves the right to take the following actions when suspicious activity is detected, without prior notice where permitted by law:
  • Temporarily suspend an account for review
  • Block specific transactions
  • Reduce an account's transaction limits
  • Request additional identity verification
  • Permanently cancel an account
  • Cooperate with law enforcement authorities when required by law
  • Report activity to Stripe for investigation

7. Sanctions and restrictions

Wyra implements the following restrictions:

  • Service limited to US residents: Our service is available only to persons residing in the United States
  • Payments only from USA: We only accept cards issued by United States financial institutions
  • Destination countries: Top-ups can only be sent to the 14 countries we actively support

Wyra does not provide service to persons or entities on OFAC (Office of Foreign Assets Control) sanctions lists or other relevant regulatory bodies.

7.1 Gift card specific controls

Gift cards sold through Wyra are closed-loop prepaid products, meaning they can only be redeemed with the specific issuer (Amazon, Netflix, Google Play, etc.). Under the FinCEN Prepaid Access Rule (31 CFR 1010.100), Wyra operates as a seller of prepaid products with an exemption from formal AML requirements by meeting all of the following conditions:

  • Gift cards are closed-loop (single issuer/merchant)
  • Maximum value per gift card does not exceed $2,000 USD per day
  • No more than $10,000 USD in prepaid products are sold to one person in a single day
  • Wyra's current limits ($100-$300 per transaction, $200-$500 per day) are significantly below these regulatory thresholds

Nevertheless, as a voluntary due diligence measure, we apply the same monitoring controls, limits, and alerts to gift card purchases as we do to mobile top-ups.

8. Cooperation with authorities

Wyra will cooperate with law enforcement authorities when required by law, court order, or valid subpoena. This cooperation may include:

  • Providing transaction records
  • User account information
  • Activity records

We will notify the affected user when the law permits.

9. Record retention

We maintain detailed records to support investigations and prevent fraud:

  • Transactions: 5 years
  • KYC verification documentation: 5 years
  • Fraud alerts: 5 years
  • Access records: 90 days

10. User responsibility

As a Wyra user, you are responsible for:

  • Providing truthful and up-to-date information
  • Using the service only to purchase legitimate top-ups
  • Not attempting to circumvent transaction limits
  • Not using the service on behalf of third parties without authorization

11. Updates to this policy

This policy may be updated periodically to reflect changes in our practices, applicable regulations, or improvements to our prevention systems. Significant changes will be notified by email.
